• Austin-Bergstrom International Airport and Airline Partners finalize historic use-and-lease agreements - Jan 7, 2026
  AUS locked in the airline and cargo lease agreements that basically fund the next chapter of expansion, the “cost-recovery” model where carriers pay their share through rents and fees. This is the backbone for a multi-billion program that’s expanding capacity and improving the passenger experience.

• Governor Abbott announces TSIF grant to Texas State Technical College - Jan 8, 2026
  The state is sending $3.5M from the Texas Semiconductor Innovation Fund to TSTC’s Williamson County campus in Hutto for a 10-week accelerated semiconductor technician program. Another real signal that Texas is trying to build the workforce pipeline alongside the fabs and suppliers.

• OpenAI, SoftBank invest $1 billion in SB Energy as Stargate buildout expands - Jan 9, 2026
  OpenAI and SoftBank are each putting in $500M into SB Energy, tied to “Stargate” infrastructure, including a 1.2-gigawatt data center site in Milam County. It’s another reminder that the new mega-deals are basically power deals wearing a tech hoodie.

• City of Dallas Awards Economic Development Incentive to Atlético Dallas - Jan 9, 2026
  Dallas approved an incentive package supporting Atlético Dallas relocating its HQ from Richardson to Expo Park, leasing about 12,000 sq ft near Fair Park. The plan includes retaining 12 jobs and creating up to 85 new jobs over five years, plus some street-level activation tied to the district.

• Dallas-based Comerica Bank to lay off 184 employees at Frisco office - Jan 9, 2026
  Comerica filed notice for 184 layoffs at its Frisco Star Tower location, with separations starting March 13, 2026. No role details were listed in the notice, but it’s the kind of workforce shock that can ripple fast if the region doesn’t move quickly on reemployment support.

• Texas seals Eli Lilly deal as $6.5B plant lands in Houston - Jan 9, 2026
  The JETI tax agreement tied to Lilly’s $6.5B Houston-area manufacturing project was posted as official this week, taking it from “announced” into “fully documented.” The project targets 600+ jobs and a major construction cycle, and it’s a good example of how quickly Texas moves when the project size is real.

• Microsoft bets $400M on tiny Texas town with new massive data center - Jan 11, 2026
  Microsoft is planning a new Castroville (Medina County) data center tagged SAT 82, listed at $400M and about 195,000 sq ft. Records show construction slated to start Aug. 13, 2026 and run into 2028, and locals are already focused on traffic and water use.

Mineral Money, Stable Employers, Predictable Rules: Why Cuero Holds Up

B.L.U.F. Cuero is running a classic low-rate, high-cash play. The city adopted a $0.31000 total property tax rate for FY2025 (FY2024-2025), but the ordinance states the rate “will effectively be raised” by 10.03% because values climbed fast enough to lift collections anyway.

The bigger story is the tax base under the city. In DeWitt County’s 2024 appraisal data, oil, gas, and mineral reserves are listed at $7.54B in market value, roughly 89% of the categories shown in the county’s value table. That mineral base helps steady the floor, even when everything else is noisy.

Cuero’s edge is not that it is “growing faster than everyone.” It is that it can keep services competitive without pushing the tax rate as hard as places that live or die by rooftops.

City Financial Profile

Cuero’s FY2025 posture is about capturing valuation lift while keeping the headline rate calm, then using that flexibility to fund priorities without constant ballot trips.

• Tax rate strategy (FY2025): Total rate adopted at $0.31000 per $100 valuation, split into $0.25735 M&O and $0.05265 I&S. The ordinance states the rate “will effectively be raised” 10.03% due to increased property values.

• Year-over-year comparison (FY2024 to FY2025): FY2024 total rate was $0.31749 (M&O $0.25513, I&S $0.06236) and the FY2024 ordinance stated an effective increase of 7.17%.

• Budgeted property tax lift (FY2025): The city’s budget notice states property tax revenue will rise by $96,513 (7.48%) versus last year, including $12,634 attributed to new property value.

Takeaway: Cuero’s play is less about “raising rates” and more about quietly harvesting valuation growth. The mineral-heavy county base gives Cuero room to keep the headline rate low while still funding real-world needs.

Cuero’s economy reads like a two-layer system, steady paychecks from institutions, plus upside from mineral and energy-linked activity.

• Mineral value as the regional ceiling: DeWitt CAD’s 2024 report lists $7.54B in oil, gas, and mineral reserves market value.

• Employer base, but dated: The widely-circulated “Major Employers” sheet lists Cuero’s top employers, but it is dated August 2016, so it should be treated as directional, not current.

• Income stratification signal: Data USA shows unusually high median earnings in Finance, Insurance, and Real Estate for 2023, which fits a mineral-rights and asset-management ecosystem.

Takeaway: Cuero’s floor is stability, its ceiling is asset-linked wealth. That mix can support better retail and housing than the “small town” label suggests, but only if the product matches the split between high earners and service wages.

Business Climate and Growth Indicators

Cuero’s advantage is clarity. The city has put key rules and fees in place that reduce surprises for builders and small operators.

• Unified Development Code (UDC): The city states it adopted a Unified Development Code on September 22, 2015.

• Predictable fees: The city’s published fee schedule includes $35 for building permit issuance and a valuation fee of $10 per $1,000.

• Residential workflow (2021 packet): The Building Department publishes a “NEW 2021 Residential Applications” packet, signaling an updated, standardized intake for homebuilding.

• CDC structure and funding: The CDC site states voters approved a dedicated sales tax in 1995 to fund the Cuero Development Corporation as a Type B corporation.

• CDC programs are specific, not vibes: Programs for FY2024-2025 include Business Support Programs, a Façade Program, and a Business Start-Up Program+ with defined caps and eligibility.

Takeaway: Cuero has done the boring work that makes deal flow easier, code clarity, fee clarity, and a CDC (Cuero Development Corporation) that can write checks with rules attached.

Opportunity Gaps

Cuero has the tax base strength and the rules foundation. The gaps are mostly “product gaps,” meaning the market needs better-fit services and housing to match who already earns money there.

• Market Opportunity: Outpatient diagnostics and rehab cluster near existing medical demand.

  • The Need / Gap it addresses: A mineral-linked region still needs everyday healthcare capacity. The city’s published employer list shows healthcare as a major job center, but the list is dated, so the real gap should be validated with current provider inventory.

• Market Opportunity: Building and trades that serve industrial maintenance and public works.

  • The Need / Gap it addresses: A county tax base dominated by mineral value tends to translate into ongoing demand for maintenance, fabrication, and infrastructure contractors, especially when the city is capturing valuation lift and funding projects.

• Market Opportunity: “Missing middle” workforce housing, modern but not luxury.

  • The Need / Gap it addresses: QuickFacts lists Cuero’s median home value at $185,600, which suggests the market is still priced for attainable inventory, but the income split shown in earnings data points to unmet demand for newer, higher-quality mid-tier homes.

Takeaway: These opportunities are less about “inventing demand” and more about matching supply to the city’s unusual income mix, stable institutions, and tax base cushion.

Closing Insight

Cuero’s real advantage is that it can stay calm on the surface while still generating cash under the hood. That tends to produce steadier services and fewer “panic cycles,” which is exactly what builders and operators want when they are deciding where to place capital.

• Traffic alert: TxDOT to close intersection of I-10, La Cantera Parkway (Jan 2, 2026): Heads up for anyone tied to the San Antonio growth machine. TxDOT is pushing closures tied to the $1.4B Loop 1604 North Expansion, widening from 4 to 10 lanes and running through 2028, including a big $463M interchange rebuild at I-10.

• Texas creates advanced nuclear office, names director, invests $350 million (Jan 2, 2026): Texas created the Texas Advanced Nuclear Energy Office and backed it with a $350M development fund, naming Jarred Shaffer as director. The piece also notes $120M allocated to Texas Tech, ACU, and Natura Resources tied to molten salt reactor work, which is Texas basically saying “we’re serious about advanced nuclear.”

B.L.U.F. Stephenville is running a classic “micropolitan upgrade” play, using Tarleton State’s growth plus a deep manufacturing base to justify bigger infrastructure and higher service expectations. At the same time, the numbers show a city trying to scale without letting debt service swell, while the market scrambles to deliver housing that fits faculty, plant managers, and young families, not just students.

B.L.U.F. Bonham is positioning itself as the service hub for two forces it did not create but can monetize: a major new reservoir project in Fannin County and a fast-rising semiconductor ecosystem in the Sherman region. The city’s near-term edge is not “charm,” it is execution, specifically zoning discipline on key corridors, utility readiness, and a financing toolkit that keeps growth costs tied to growth areas.

The risk is simple: moving rooftops faster than “daily life” capacity. If retail depth, attainable housing, and workforce upskilling lag, Bonham becomes a pass-through market instead of a sticky local economy that retains spending.

City Financial Profile

Bonham’s audited financials show a city with improving balance-sheet flexibility, paired with a tax-rate posture designed to stay competitive as the market evolves.

• Balance sheet position: FY2023 ended with assets exceeding liabilities by $23,078,707 (net position). FY2023 city-wide revenues exceeded expenses by $3,401,244.

• Unrestricted cushion: FY2023 includes $2,632,871 reported as unrestricted net position. This is the most flexible “shock absorber” for the primary government.

• Tax rate posture: City tax rate has stepped down from 0.6550 (2020) to 0.5500 (2024) per Fannin CAD’s published rates.

• M&O vs debt service signal: The FY2025-26 budget materials show an adopted tax rate $0.5500, split into $0.4016 M&O and $0.1484 I&S.

• Master-planned scale is real: Powder Creek Ranch is presented by the city as its first master-planned community, planned at 3,000 residential units over phased buildout.

• Development finance tool adoption: Public Improvement District (PID) actions tied to Powder Creek Ranch show the city is using Texas growth-finance tools to align infrastructure costs with benefiting properties.

• Corridor zoning discipline: The city approved a “Corridor Commercial District” concept for key highway frontages, aimed at shaping what lands on high-visibility routes.

• Permitting modernization: The city operates an online permitting and applications workflow, which reduces friction for scaled builders.

• Rosenberg greenlights a $236M hotel and convention center at Fort Bend Epicenter – Dec 7, 2025
  Fort Bend is finally adding the missing piece next to its big Epicenter arena: a full-service hotel plus 70k sq ft of convention space. Most of the $236M cost is covered through county-backed debt and long-term hotel tax recapture, with the city rebating its hotel tax from the project for 30 years. It is a classic “build the beds so the big events will actually stay” move.

Breckenridge’s Real Edge. Cheap Living, Cash on Hand

B.L.U.F. Breckenridge is a fiscally disciplined, cash-rich small city sitting on a very volatile industrial base. The city holds nearly $1.94 million in unencumbered General Fund reserves and publishes clear, statutory tax-rate disclosures, which gives it real capacity to move quickly on incentives and infrastructure without new debt.

The catch is concentration.

The local and county economies lean hard on construction, manufacturing, and oil and gas extraction, with many of the best-paying jobs tied directly to energy cycles. At the same time, living costs run well below the national average and notably below Dallas, which gives Breckenridge a strong cost-of-living story for recruiting both firms and workers away from higher-cost metros.

City Financial Profile

Breckenridge’s finances are conservative, transparent, and more mature than many cities its size. The city has real cash reserves and clear tax disclosures, but part of its rate is locked up by mandated hospital costs, which tightens room for discretionary moves.

• As of the 2025 tax notice, Breckenridge estimates an unencumbered General Fund (Maintenance and Operations) balance of $1,938,658, plus $204,855 in the General Debt Service Fund. These balances are not pledged to specific debt and function as true reserves.

• Current-year property tax–backed debt service is driven by the CO Series 2023 issue, with a total 2025 payment of $633,450. All of it is scheduled to be paid from taxes, with no draw on the unencumbered funds or other resources.

• After accounting for last year’s excess collections, the city expects to pay $597,390 from 2025 property taxes toward this debt, then adds $59,082 to reflect a 91 percent collection rate, for a total 2025 debt levy of $656,472.

• The 2025 no-new-revenue tax rate is $1.00219 per $100 of value, the voter-approval rate is $1.05906, and the de minimis rate is $1.19090, which defines the city’s legal tax headroom.

• Hospital obligations operate as a built-in drag on tax capacity. From July 1, 2024 to June 30, 2025, the city spent $118,400 on eligible county hospital operations, up from $102,067 the prior year. The extra $16,333 raised the voter-approval tax rate by $0.00323 per $100 to legally recoup 8 percent above last year’s spending.

• Breckenridge levies the standard 2.0 percent local sales and use tax rate, which helps diversify revenues away from the property tax.

Takeaway: For its size, Breckenridge behaves like a well-run mid-sized city. It has almost $2 million in free General Fund cash, a clearly defined debt service profile, and a strategic budget process.

Economic Drivers

Breckenridge is a classic industrial town. Its core strength is a skilled trades workforce in construction and manufacturing, but the county economy stacks that base directly on top of oil and gas extraction.

• In 2023, Breckenridge had about 2,230 employed residents, with employment growing 1.78 percent from 2,190 in 2022.

• The three largest city-level industries by employment are Construction (337 people), Manufacturing (333), and Educational Services (258). That mix reflects a hands-on industrial base supported by a steady public education anchor.

• The county economy amplifies this industrial pattern. In Stephens County, the largest sectors are Construction (524 people), Manufacturing (517), and Mining, Quarrying, and Oil & Gas Extraction (463), with oil and gas also among the highest-paying industries.

• At the job level, the most common occupations inside the city are Construction and Extraction roles (304 people) and Production jobs (303 people), followed by office and administrative support. This confirms a strong blue-collar skills base ready for plant, shop, and field work.

• Oil and gas and related industries pay some of the highest wages in the local area, with mining-related industries in Breckenridge and Stephens County reporting average earnings in the mid-$70,000s. That income concentration makes the local tax base more sensitive to drilling and capital-spending cycles than a service-heavy town.

Takeaway: Breckenridge has real industrial “muscle” for a small town. It can credibly support fabrication, maintenance, and construction-heavy operations on day one. The risk is that a large share of that capacity already rides the same energy cycle. When oilfield capital spending falls, construction, manufacturing, and extraction jobs all feel it at once, which makes diversification less optional and more of a fiscal safety plan.

Business Climate and Growth Indicators

Breckenridge pairs its industrial base with a surprisingly formal planning and infrastructure mindset. The city is not a “anything goes” growth market. It is methodical about land use, zoning, and utility capacity.

• Community Development manages planning, zoning, permits, and development review. The department’s stated focus is on compatible land uses, quality building materials, and protecting public health and property values, which is important for industrial neighbors and residential infill alike.

• The city has been updating zoning and its Future Land Use Map (FLUM), including public open houses to gather feedback on how to direct retail and industrial development along key highway corridors.

• For larger or phased projects, Breckenridge uses a stepped process of zoning, preliminary plat, final plat with detailed infrastructure plans, and site plan review. For complex multi-phase work, a master plan is required so roads, easements, and utilities are planned up front, not patched in project by project.

• The city used Texas Community Development Program (TxCDBG/TCDP) dollars to fund a comprehensive study of its water and wastewater systems. That analysis inventoried existing infrastructure, mapped the system, and projected future needs, including a 2030 population of 6,130 and peak-day water demand of 2.81 million gallons per day (MGD).

For site selectors, that reduces surprise. For competitors, it means Breckenridge can credibly claim “we have a plan and we know our capacity,” even if some future capital projects are still waiting on final budget adoption.

Opportunity Gaps

Breckenridge’s gaps look less like weaknesses and more like open lanes for builders. For local founders and outside operators, the mix of low costs, trades talent, and small-town scale creates room for real companies, not just one-off projects.

• Local Industrial Shops That Sell Beyond Oil and Gas

  • Market Opportunity: Build small and mid-sized fabrication, repair, and industrial service businesses that use Breckenridge’s construction and production talent but sell into non-energy markets across Texas and the U.S.

  • The Need / Gap it addresses: Too much of the current industrial base leans on oil and gas capital spending. When drilling slows, local work dries up. Breckenridge has the skills and training partners to support shops that serve food processing, logistics, ag equipment, and general industrial customers, but those firms are underrepresented today.

• Workforce Housing and Quality-of-Life Upgrades for Trades Families

  • Market Opportunity: Develop and upgrade attainable rentals, starter homes, and neighborhood-scale amenities aimed at skilled trades workers and young families who want shorter commutes and lower monthly costs than Dallas–Fort Worth.

  • The Need / Gap it addresses: Breckenridge’s cost of living sits well below both the national average and major metros, yet much of the housing stock is older and there are limited “move-in ready” options for new arrivals. The city can attract Metroplex wage earners and local talent to stay, but it needs fresh housing product and everyday services that match what those families are used to.

• Remote-Capable and Niche Service Firms Built on Cost Advantage

  • Market Opportunity: Launch remote-first or hybrid firms, such as back-office operations, creative studios, bookkeeping, technical support, or niche consulting, that base in Breckenridge for cost reasons but serve clients in Dallas, Houston, Austin, and beyond.

  • The Need / Gap it addresses: The local story is still tied to rigs and repair yards, not laptops and service work. There is no clear “work-from-here” narrative for professionals who could live cheaply, enjoy short commutes, and still earn metro-level incomes. Creating that niche opens a new layer of the tax base that is not tied to commodity cycles.

Takeaway: If Breckenridge leans into these three lanes, it can stack wins from the inside out: more resilient local shops, better housing for the people who already power the economy, and a small but growing layer of remote and service firms. That combination would slowly shift the city from a town that rides the oil cycle to a town that uses its cost advantage and trades talent to write its next chapter on its own terms.

• Texas State is backing a $70M+ hotel at the edge of campus (Nov 24)
  Texas State’s regents approved a $70–75M upper upscale hotel in San Marcos right by downtown, with the university itself kicking in a $45M construction loan and the city and county layering on 380/381 incentives. It brings 200+ jobs with an $18/hour wage floor and basically turns university land into a long term revenue and placemaking play.

• Ector County is turning 438 acres into an AI power campus (Nov 25)
  Outside Odessa, Texas Critical Data Centers has quietly assembled 438 acres for a multi phase, multi gigawatt AI/HPC campus, with Phase 1 targeted for 2026. They are already in power interconnection and civil planning, positioning this site as part of the broader Texas AI load story that ties gas, future nuclear, and GPUs together in one place.

• Bonham’s Powder Creek Ranch will add 3,000+ homes using a PID (Nov 25)
  Bonham rolled out Powder Creek Ranch, a 400 acre master planned community that will bring about 3,000 homes plus future retail and office over seven phases, with Phase 1 already moving. The key detail for EDO brains is that they set up a Public Improvement District, so roads, utilities, and amenities are paid back by the project itself instead of blowing up the general fund.

• Dallas is using a 380 deal to unlock “Rivulet” in University Hills (Nov 25)
  In southern Dallas, the city is backing the first phase of the University Hills redevelopment called Rivulet, where about $47.2M of horizontal infrastructure will support roughly 300 single family and 200 multifamily units. Dallas is offering up to $23.5M in Chapter 380 grants, reimbursing infra costs as milestones are hit, which is a solid example of using incentives to front load neighborhood scale basics.

• AST SpaceMobile is doubling down on Midland for satellite manufacturing (Nov 28)
  AST SpaceMobile is adding another facility in Midland as part of a two state expansion that brings its manufacturing footprint to around 500,000 square feet and 1,800+ employees, most of them in West Texas. It is a nice proof point that you can turn early wins in space/advanced manufacturing into a true cluster if you keep stacking sites and talent in one region.

• Buc-ee’s locked in new travel centers in San Marcos and Boerne (Nov 28)
  Buc-ee’s confirmed a $47.2M, ~74,700 sq ft store in San Marcos with around 175 full time jobs, plus a somewhat smaller 54,000 sq ft location in Boerne under a renegotiated deal. The Boerne agreement is interesting because it caps pumps, bakes in 26 EV chargers, and shifts a lot of road and sewer work into a structured reimbursement setup so the city still gets better design and infrastructure control.

• Tyson is cutting 1,761 jobs at its Amarillo beef plant (Nov 28)
  On the tougher side of the ledger, Tyson is laying off 1,761 workers in Amarillo by January 20, 2026 as it consolidates operations into one full capacity shift. For any Panhandle or rural EDO watching this, it is the kind of event that hits not just workers but also suppliers, housing, and local retail, so it is a textbook scenario for rapid response and reskilling coordination.

Solvency, Debt, and the AI Power Play in Corsicana

Issue 20

B.L.U.F. Corsicana is running a high-risk, high-reward play. It is using its I-45 logistics base and a rare, nearly 1 gigawatt power platform to pivot from a traditional distribution hub into a potential North Texas AI and high-performance computing node, anchored by Riot Platforms’ evaluation of converting 600 MW of remaining capacity at its Corsicana site to AI/HPC uses.

At the same time, the city is absorbing a downgrade of its general obligation rating to A+ due to repeated operating deficits and has moved to raise its effective property tax rate from $0.4526 to $0.4948 per $100 to stabilize the budget and keep funding core services and industrial-support infrastructure.

Corsicana has spent decades as a logistics and manufacturing workhorse on I-45 between Dallas and Houston. The next chapter is different. This brief looks at Corsicana through two lenses: treating utility capacity as the primary incentive in the AI infrastructure wave, and testing whether its fiscal position is strong enough to support that pivot without breaking the balance sheet.

City Financial Profile

Corsicana is operating under real budget stress, but with a manageable current-year debt load and clear moves to restore solvency. The city is using a higher property tax rate to close operating gaps while still reserving room to issue future debt for industrial-support projects.

• Credit downgrade flags structural imbalance
  S&P Global Ratings lowered Corsicana’s long-term rating on its general obligation bonds and certificates of obligation to A+ from AA-, citing “budgetary distress” and three consecutive operating deficits, with another deficit expected in the current fiscal year.

• FY2025 tax strategy leans on a higher rate
  The City Council authorized the process to establish a FY2025 tax rate of $0.4948 per $100, explicitly higher than the prior $0.4526 rate, and explicitly calculated to raise more money for Maintenance and Operations (M&O) than the previous year.

• Sales tax is lagging internal expectations
  In the Q3 2025 Quarterly Financial Report, city sales tax revenue is about $7.2 million year-to-date against a full-year budget of $10 million, running behind target and limiting the city’s ability to lean on growth in this category to close operating gaps.

  In FY2026 budget discussions, the proposed Police Department Services budget increases from $7.51 million to $7.98 million, and Fire Department funding rises from $6.82 million to $7.29 million, reflecting higher operating costs and staffing needs as the city prepares for more growth and more complex industrial risks.

• Debt service is modest relative to capacity
  The “Current Year” Debt Obligations schedule for FY2025 shows Fund 411 general obligation debt service (bonds plus lease purchases) totaling about $3.55 million, within a broader $7.26 million current-year debt service across all funds. This leaves meaningful room to issue new GO or CO debt if the city tightens operating performance.

Takeaway: Corsicana is not fiscally broken, but it is operating on a tighter margin than its prior rating implied. The city is consciously trading political comfort on tax rates for restored operating stability, while keeping debt at a level that still allows future bond issuance for utility and infrastructure projects that support large industrial and AI/HPC users.

Economic Drivers

Corsicana’s current economy runs on logistics and manufacturing, but its most important emerging driver is the potential repositioning of a massive power asset into AI and high-performance computing.

• I-45 logistics as the core engine
  Corsicana sits at the crossroads of I-45, US 287, and SH 31, giving it direct access to Dallas–Fort Worth, Houston, and Waco. The city is home to more than 60 industries, including a cluster of major distribution and manufacturing employers such as Home Depot’s distribution center, Kohl’s distribution and call center, Guardian Industries, Firestone Building Products, True Value’s distribution center, and others.

• Established industrial confidence and reinvestment
  RPM International’s Tremco Construction Products Group acquired a 178,000 square-foot chemical manufacturing facility on 120 acres in Corsicana, with plans to expand and retain more than 80 employees, signaling long-term confidence in the local workforce and industrial platform.

• AI/HPC as a step-change in tax base quality
  Riot Platforms has halted a planned Phase II Bitcoin mining expansion and is formally evaluating using the remaining 600 MW of power capacity at its Corsicana site for AI and high-performance computing, within a facility entitled for up to 1 GW of total capacity.
  The taxable value and wage profile of AI/HPC infrastructure are typically far higher and more specialized than traditional warehousing or low-density crypto mining, which positions Corsicana for a structural upgrade in its industrial tax base if the pivot proceeds.

• Public infrastructure used to unlock private investment
  The Corsicana EDC previously secured a $500,000 U.S. Economic Development Administration grant for sanitary sewer main and lift station improvements at an industrial park along I-45, a project expected to leverage about $7 million in private distribution and warehouse investment.

Takeaway: The current economy is anchored by dependable logistics and manufacturing jobs, but the real upside lies in the AI/HPC pivot and continued industrial site development. Corsicana is already using targeted public infrastructure dollars to de-risk private projects, which is exactly the pattern that will matter if a 600 MW HPC campus and its vendors begin to scale around I-45.

Business Climate and Growth Indicators

Corsicana’s development pattern shows a clear split: fast-moving support for industrial corridors and more curated, higher-friction processes in its historic downtown. Both sides matter for long-term competitiveness.

• Zoning framework ready for higher residential density
  The zoning map includes a full ladder of residential districts, including Multiple-family Residential-1 (MF-1) and Multiple-family Residential-2 (MF-2), giving the city the legal ability to absorb higher-density housing if developers respond.

• Downtown operates under a curated overlay
  The Historic Downtown District is mapped as an overlay of roughly 25 blocks near the city center. Projects there are subject to specific design guidelines that support historic character and more intensive retail and mixed-use activity.

• Landmark Commission enforces quality and adds friction
  For properties in the Downtown Overlay District, any change to a building or site requires a pre-application meeting with Main Street staff and approval by the Landmark Commission before a Certificate of Appropriateness is issued. The city recommends allowing up to 15 days from pre-application to approval.

• Capital plan focused on function and resilience
  The city’s Major Projects list includes utility and street reconstructions on corridors such as North 24th Street and West 14th Avenue, targeting aging infrastructure in established neighborhoods and industrial routes.
  At the state level, TxDOT reports about $32.9 million in active construction in Navarro County as of Summer Q3 2025, including embankment stabilization on I-45 and multiple bridge replacements, directly improving reliability for freight users.

• Residential activity appears to be trailing expectations
  The Q3 2025 Quarterly Financial Report shows Builder Registration fee revenue below budget, with about $14,756 collected versus a $23,000 budget, suggesting that new residential construction is not keeping pace with the city’s own planning assumptions.

Takeaway: On the regulatory side, Corsicana has already built the zoning and downtown oversight structures that many growing towns still lack. The weak point is not policy, it is execution: capital projects are shoring up key corridors, but private residential investment is not yet matching the scale of industrial opportunity, which could become a constraint on workforce growth.

Corsicana’s combination of a 1 GW power platform, industrial growth, and slower-than-expected housing delivery creates three clear market gaps for operators and investors.

1. Specialized High-Performance Computing (HPC) Technical Services

   • Market Opportunity: Build or expand local firms that provide high-density data center support, including specialized electrical, cooling, fire suppression, and controls services built around 24/7 uptime expectations for AI and HPC users.

   • The Need / Gap: Riot’s evaluation of converting 600 MW of remaining capacity at the Corsicana facility from Bitcoin mining to AI/HPC will move the site from a lower-risk, lower-density use to one that demands rapid-response, highly specialized technical vendors. Relying solely on DFW-based firms increases response times and operational risk for a potential 1 GW campus.

2. High-Density, Attainable Workforce Housing

   • Market Opportunity: Acquire or entitle sites in MF-1 or MF-2 districts and deliver multi-family projects at price points aligned with logistics, public safety, and entry-level technical wages.

   • The Need / Gap: Industrial expansions, public safety hiring, and potential AI/HPC growth will bring more workers, yet Builder Registration fee revenue is trailing budget, signaling that actual housing production is not keeping up with anticipated demand. If that gap persists, Corsicana risks losing its cost advantage and making recruitment harder for both industrial employers and the city itself.

3. Destination Retail and Curated Hospitality Downtown

   • Market Opportunity: Aggregate and reposition multiple storefronts in the Downtown Overlay District into a cluster of higher-quality dining, boutique retail, and entertainment that serves both residents and higher-income industrial and AI/HPC talent.

   • The Need / Gap: The city is missing sales tax targets, which implies spending is leaking to larger markets. Downtown offers lower entry costs and targeted incentives, including access to the Texas Historic Tax Credit program and local Main Street tools, while the Landmark Commission process provides a built-in quality filter that can support a more intentional “destination” district.

Takeaway: If the AI/HPC pivot proceeds, Corsicana’s bottlenecks will not be power or road capacity, they will be specialized technical vendors, attainable workforce housing, and a downtown that matches the expectations of higher-wage talent. Entrepreneurs who move early in these three areas will be building directly into the city’s next chapter rather than chasing today’s conditions.

Corsicana is a useful benchmark for EDO directors who are being asked to “catch the AI wave” with limited fiscal room. It shows what happens when a city pairs an outsized utility asset and industrial corridor with a more fragile operating budget and a mid-tier credit rating.

The real strategic question is not whether Corsicana can attract AI/HPC interest, it already has. The question is whether leadership can translate the FY2025 tax reset and targeted capital plan into enough housing, workforce training, and vendor depth to hold that value locally over time. For EDO teams watching from similar towns, Corsicana is a reminder that utility access is a powerful draw, but solvency, site readiness, and community capacity still decide who actually wins the long game.

  • The Starbase City Commission moved to nominate two big SpaceX projects – the $506M GigaBay rocket factory and a $480M launchpad expansion – for Texas Enterprise Zone status, opening the door to up to $7.5M in state sales tax refunds. Together they’re talking about nearly $1B in spend and at least 1,000 new full-time jobs ramping through 2027.

B.L.U.F. Celina runs a high-leverage growth model. The city carries about $602.6 million in tax-supported debt while keeping its FY 2026 property tax rate at $0.576401 per $100 of value and growing the total budget to $382.7 million, up 4.5% year over year. That debt is backing roads, water, sewer, and capital projects that are sized for a much larger future city, not just today’s population.

The bet is working so far.

More than 88% of the $9.7 million increase in property tax revenue for FY 2026 comes from new construction rather than higher taxes on existing owners, and S&P has affirmed an AA GO rating with a Positive Outlook based on strong revenue growth and management. At the same time, a median household income near $155,875 and a homeownership rate over 90% signal an extremely affluent, stable resident base that is still driving big-box retail and healthcare anchors to follow the rooftops.

Celina is one of North Texas’s clearest examples of what happens when a small town chooses to get in front of growth instead of reacting to it. City leaders are using large, planned rounds of debt and a detailed five-year capital program to lock in water, sewer, and mobility capacity ahead of demand, then using that platform to attract regional employers and high-end retail.

City Financial Profile

Celina’s financial profile is built around a simple idea: let rapid growth in the tax base, not higher tax rates on existing residents, carry the load for big infrastructure.

• Budget Scale and Growth
  The adopted FY 2026 total budget is about $382.74 million, up 4.5% from FY 2025. That is an increase of roughly $16.4 million year over year. The city is adding staff and services for police, fire, EMS, and parks, but is keeping operating growth measured relative to its surge in population and service demand.

• Tax Rate Strategy, Revenue Driven by New Construction
  The total property tax rate for FY 2026 is $0.576401 per $100, down from $0.598168 the prior year. On paper, that is a tax cut. In practice, total property tax revenue still climbs by 22.59%, or $9.73 million, because of new value on the tax roll. About $8.58 million, roughly 88% of that increase, comes from new properties added in the last year, not from raising bills on existing owners.

• Debt Load and Structure
  Celina has about $602.61 million in debt secured by property taxes. The debt service portion of the tax rate is $0.311473, which is about 54% of the total rate. In other words, more than half of every property tax dollar is currently reserved for paying bondholders.

• External Credit Check on the Strategy
  S&P Global Ratings recently affirmed the city’s general obligation rating at AA and revised the outlook from Stable to Positive, citing sustained tax base expansion, strong management, and a robust local economy. A Positive Outlook signals that, if performance continues, an upgrade is possible and that the market currently views Celina’s high-debt strategy as manageable.

• Capital Program, Heavy Focus on Utilities and Mobility
  Celina issues debt each year to fund its capital improvement projects. Its adopted Five-Year Capital Improvement Program for FY 2025–2029 lays out a pipeline of roads, water and wastewater lines, elevated storage tanks, parks, and public safety facilities. City materials stress that keeping up with water, sewer, and road capacity is the primary driver of capital spending, and that capital plans are coordinated with the annual budget.

• Growth-Linked Fiscal Risk
  The core risk is that this model relies on continued, high-velocity growth in taxable value. The city is on pace to issue more than 2,600 single-family permits in FY 2024, and its five-year CIP assumes continued strong growth to support long-term projects. Any prolonged slowdown in new construction or regional housing demand would tighten the cushion between pledged revenues and debt service. The current AA rating with Positive Outlook suggests this risk is acceptable at today’s growth rates, but it is still the key variable to watch.

  Median household income in Celina is about $155,875, one of the highest figures among Texas cities of similar size. Homeownership sits around 93.2%, and the median property value is roughly $458,000. This points to a community of high-earning, asset-heavy households that can support premium goods, services, and experiences.

• Historic Public-Sector Anchors
  For years, the largest employers in Celina have been public and education institutions such as Celina ISD, the City of Celina, and Collin College. These anchors create stable baseline employment, but they do not fully absorb the spending power or workforce capacity of a fast-growing, high-income community.

• Arrival of Major Retail and Healthcare Anchors
  Celina’s affluent demographics have now attracted large-format retail and healthcare. A Costco warehouse club and other national brands are locating along key corridors, and Methodist Celina Medical Center, the city’s first full-service hospital, is coming online as a regional healthcare anchor. Together, these projects introduce hundreds to thousands of jobs and reduce the need for residents to travel to neighboring cities for basic and specialized services.

• Evidence of Regional Leakage
  The average commute time of 32.3 minutes suggests that many residents still travel outside Celina for work, shopping, dining, and professional services, often heading toward US 380 and other DFW employment and retail hubs. That commute pattern signals continued leakage of high-value spending and is one reason large private projects are now moving into Celina’s trade area.

• Local Business Retention and Startup Support
  The Celina Economic Development Corporation is investing in business support programs that focus on retention, workforce development, and mentorship for local startups. City leaders have publicly framed this as a way to help existing businesses benefit from growth rather than be displaced by it, and to ensure a skilled workforce is available as larger employers arrive.

Takeaway: Celina is in the middle of a pivot from “rich bedroom community” to a more self-contained employment and service center. The resident base already proves the market. The question now is how quickly local jobs, healthcare, and services can catch up so that fewer dollars bleed out to other DFW suburbs.

Business Climate and Growth Indicators

Celina’s development pattern is a mix of sheer volume in master-planned housing and fine-grained control in its historic core and future corridors.

• Residential Permits as the Leading Indicator
  The city is on track to issue more than 2,600 single-family permits in FY 2024, up from 2,220 the year before. At the same time, the population is projected to grow from 43,039 to 54,054 in FY 2025. That pace sets the floor for construction trades, suppliers, and home services and also underpins the tax base growth that supports the city’s debt strategy.

• Zoning Pattern, Strong Single-Family Share
  Zoning maps show that about 21% of land area is designated for single-family housing, with additional land set aside for multifamily and communal housing.    1. Market Opportunity: Tap into a median household income of about $155,875 and a resident base that already owns higher-value homes and has the means to spend on premium experiences. Anchors like Costco and national chains will cover mass-market demand, but there is room for independent, higher-margin concepts in food, retail, and services that match the lifestyle of $450k-plus homes.

   2. Gap: Many residents still drive 30 minutes or more toward US 380 and other submarkets for upscale dining, curated retail, and lifestyle services. There is a shortage of chef-driven restaurants, design-forward home and interior shops, and boutique apparel and wellness brands that fit Celina’s income profile. Downtown and prime Preston Road sites are the natural landing spots for these concepts.

2. Specialized Professional Services and Executive Support Firms

   1. Market Opportunity: A high-income, high-homeownership community plus ongoing large-scale development creates strong demand for wealth management, tax and estate planning, commercial real estate law, and business advisory services. New anchors and healthcare investments also bring in executives and professionals who prefer local, high-touch support.

   2. Gap: Many affluent households and growing businesses still rely on firms in Plano, Frisco, or Dallas for complex legal, financial, and HR work. Locally based fiduciary wealth advisors, boutique law and consulting practices that understand Celina’s zoning, platting, and capital stack, and specialized HR and recruiting firms tailored to healthcare and large-format retail would fill a missing layer in the ecosystem.

3. Advanced, Tech-Enabled Residential and Property Services

   1. Market Opportunity: Thousands of new, high-spec homes are being added each year, owned by busy households who value reliability and convenience. That is ideal terrain for subscription-style, tech-enabled residential services that handle maintenance, improvements, and smart-home features on an ongoing basis.

   2. Gap: Conventional landscaping, pool, and handyman services exist, but there is still limited penetration of integrated offerings that combine scheduling apps, preventative maintenance plans, smart-home integration, and bundled property services tailored to Celina’s newer housing stock. The city’s own strategic planning documents reference smart city and connectivity goals, which aligns with residents who are comfortable adopting technology in their homes as well.

Takeaway: Celina’s next growth chapter will be defined less by new rooftops and more by who builds around them.   Texarkana College landed just over $805,000 from the Skills Development Fund to upskill 335 workers for Graphic Packaging International. It’s a classic “college + employer + state” triangle, and it’s the kind of story you can literally reference when you tell a prospect, “Yes, we can bring SDF dollars to custom-build your training pipeline.”

• Google announces $40B Texas data center and infrastructure push – November 14
  Google and the Governor rolled out a $40B plan for Texas: new data centers in Haskell and Armstrong counties, expansions in DFW/Midlothian, plus energy and workforce pieces bundled in. For pitches, this is your new “Texas is a serious AI/compute hub” anchor slide, and it also quietly highlights the smaller markets Google thinks can actually support big power + land needs.

This City Isn’t a Hidden Gem. It Needs a Balance Sheet…

B.L.U.F. Llano is a small Hill Country seat with a stable but shrinking General Fund, higher property tax rates, and no clear capital pipeline. The FY2025 General Fund budget is about 5.82 million, down 2.3 percent from the prior year, even as Llano County’s population continues to grow. The city is closing its gap by raising the tax rate to 0.53870 per 100 dollars of value, essentially at the voter approval level, and by drawing down reserves rather than expanding its revenue base.

Ending General Fund balance is budgeted to fall about 19 percent in FY2025 and unrestricted balance about 38 percent, while there is no multi-year capital plan for water, broadband, or downtown reinvestment in the adopted budget. Llano’s economy leans on services, retirees, and tourism, with city-level employment concentrated in health care, retail, and construction, and county-level data showing an older, non-participating population and service-heavy industry mix.

The opportunity is clear: Llano has brand equity in its river, granite history, and wildflower corridors, but it has not yet built the lodging, riverfront experiences, or workforce housing that would turn weekend traffic into weekday revenue.

City Financial Profile

Llano’s fiscal posture is conservative and resource-constrained, with a budget that balances today by using yesterday’s savings.

• General Fund is shrinking in real terms. The FY2025 General Fund budget totals about 5.82 million in operating revenues, down 2.3 percent from the FY2024 amended budget of roughly 5.96 million.

  • This means the city is budgeting a smaller operating footprint even as costs rise and the broader county adds residents.

• Tax rate is at the voter-approval line, with modest new value. The FY2025 budget materials show a proposed property tax rate of 0.53870 per 100 dollars of valuation, compared with a no-new-revenue rate around 0.48777 and a voter-approval rate of 0.53876. The council adopted the 0.53870 rate by ordinance for tax year 2025.

  • Budget disclosures note that the citywide levy will rise by about 61,866 dollars, of which roughly 17,848 dollars comes from new construction, with the rest from higher taxes on existing value. In other words, most of the tax gain is coming from rate, not growth.

• Reserves are being drawn down to balance operations. Estimated ending General Fund balance is budgeted to fall from about 2.53 million in FY2024 projected actuals to about 2.04 million in FY2025, a drop of about 491,000 dollars or 19 percent.

  • After backing out the city’s restricted reserve target, estimated unrestricted General Fund balance drops from roughly 1.12 million to about 697,000 dollars, a decrease of roughly 38 percent. The city is using savings to cover a portion of its operating and capital needs.

• Capital purchases are pared back while streets see catch-up spending. In the General Fund summary, capital purchases are budgeted at about 305,000 dollars in FY2024 and zero in FY2025, while the Streets department line rises from about 655,000 dollars to about 1.29 million.

  • This points to a near-term focus on road maintenance and basic equipment rather than new system capacity. There is no standalone, multi-year capital improvements plan attached to the FY2025 budget document.

• Debt profile appears manageable, but without a clear growth story. The FY2025 budget references existing general obligation bonds and notes, including 2017 GO bonds and a Golf Pro Shop note, and sets a separate debt service tax rate within the total 0.53870 rate.

  • However, the budget does not pair that debt schedule with a visible slate of new large capital projects, which limits Llano’s ability to tell a forward-leaning infrastructure story to residents or investors.

• Economic development funding is meaningful but not transformational.
  The Llano Economic Development Corporation (LEDC), funded by a dedicated portion of local sales tax, budgets about 473,000 dollars in revenues for FY2025–26 and roughly 397,000 dollars in expenditures, leaving a projected fund balance under 100,000 dollars.

  • That scale supports studies, small facility upgrades, and business support programs, but not major recruitment deals or site development without outside partners.

Takeaway: Llano’s finances are stable but tight. The city holds a voter-approval-level tax rate, shrinking General Fund revenues, and a planned drawdown of unrestricted reserves of nearly 40 percent in one year. There is more evidence of catch-up maintenance than of a capital pipeline aimed at growth. Fiscal management is cautious, but it is oriented around preserving service levels rather than investing ahead of demand.

Economic Drivers

Llano’s economy rests on a service-heavy local base, an older population, and regional tourism that it has not fully captured.

• City jobs concentrate in health care, retail, and construction. As of 2023, the city of Llano has about 1,630 employed residents. The largest industries by employment are Health Care and Social Assistance (about 245 workers), Retail Trade (about 195), and Construction (about 178).

  • This reflects a local economy built around essential services, small trades, and local shopping rather than large employers or export-oriented industry.

• County employment is small and service-weighted. Llano County’s economic profile shows about 8,200 employed residents in 2022, with high non-participation in the labor force and service occupations dominating its occupation clusters, including hospitality and back-office services.

  • Between 2012 and 2022, county population rose from roughly 19,500 to about 22,540, an increase of about 3,000 residents, driven mainly by domestic migration.

• Demographics skew older and less attached to the labor force. Headlight’s profile notes that 52.8 percent of adults in Llano County are not in the labor force, with a large share of residents over 55 and relatively fewer working-age adults compared to state and national norms.

  • That pattern fits a county that attracts retirees and second-home owners, which supports property values and some service jobs but limits the depth of the local labor pool.

• Tourism and outdoor recreation are real but under-organized. State travel materials and regional articles highlight Llano’s surroundings as one of the strongest wildflower and bluebonnet viewing areas in Texas, calling out highways near Llano and the Willow City Loop as signature drives. Enchanted Rock State Natural Area, the Highland Lakes, and the Llano River all sit within day-trip distance, and Texas outdoor recreation as a whole contributes more than 55 billion dollars in economic impact statewide.

  • Yet Llano’s lodging and outfitter footprint remains relatively limited compared to more built-out Hill Country destinations like Fredericksburg or New Braunfels.

• Public sector and schools are key anchors. Llano ISD serves about 1,942 students across four campuses, with a student to teacher ratio of roughly 12.7 to 1, making the district one of the largest and most stable employers in the county.

  • County government, city government, and local health care providers add to this base, providing steady but largely non-growth jobs.

• Limited evidence of industrial or tech anchors. City-level industry data does not list manufacturing, logistics, or information technology among the top employment sectors, and there are no widely reported large corporate sitings or industrial park announcements in recent years.

  • That does not mean there are no small manufacturers, but it confirms that Llano is not yet on the radar for large industrial or tech projects.

Takeaway: Llano’s economic base is more “service town with retirees and tourists” than “diversified small city.” The jobs are real, but they are fragmented and heavily tied to households and visitors rather than export industries. Without a stronger capture strategy for tourism and a deeper employment base, the city will remain vulnerable to swings in travel behavior and retirement inflows.

Business Climate and Growth Indicators

Llano’s business climate is friendly and flexible, but the city has not yet built the playbook or infrastructure that signal a proactive, pro-growth stance.

• Zoning and land use are conventional, not strategic. Public documents show standard small-city zoning and subdivision regulations, with the courthouse square protected and commercial corridors along Highways 16 and 29.

  • There is no prominent, recent comprehensive plan or corridor-specific strategy that ties these zones to clear economic development goals, such as mixed-use riverfront, highway hospitality nodes, or employment districts.

• Permitting appears manual and resource-limited. Llano uses typical small-city permitting processes for building, floodplain, and subdivision review, administered by a small staff. Applications are paper or PDF driven and routed internally, with no widely advertised fast-track program or digital one-stop portal.

  • For small projects this is workable, but for larger investors it can translate into uncertainty on timing and expectations.

• Infrastructure investments are focused on maintenance. The FY2025 budget nearly doubles General Fund Streets spending while zeroing out capital purchases, and it maintains basic water and wastewater operations without outlining major capacity expansions.

Given Llano’s fiscal constraints, demographic profile, and regional position, three practical, near-term market gaps stand out.

• Mid-Tier Lodging and Extended-Stay Hospitality

  • Market Opportunity Llano sits on widely marketed wildflower and Hill Country driving routes, within easy reach of Enchanted Rock, the Highland Lakes, and Fredericksburg, and has a recognized tourism brand around the Llano River and bluebonnets. At the same time, the city’s lodging inventory is limited compared to better known Hill Country destinations.
